The planning commission voted July 1 to approve the closure of an unimproved portion of Buddy Street (S25002) to allow an adjacent property owner to replat the right-of-way into buildable lots for infill housing.
Staff explained the unimproved segment appears never to have been used as a public street and that utility lines run through the right-of-way; the proposal requires dedication of any necessary utility easements. The Future Land Use Guide identifies the area as single-family medium-low density, and staff said other departments anticipate a positive impact on services and facilities.
The applicant (Samuel Banks) seeks to create two new lots; staff recommended approval subject to the right-of-way being replanted within six months. The commission moved, seconded and approved the closure by voice vote. The action is subject to the specified replanting condition and any necessary utility easements being dedicated.
