Starpoint board elects Kelly Swan president, Chad Shepherd vice president; both sworn in

The Starpoint Central School District Board of Education elected Kelly Swan as board president and Chad Shepherd as vice president during its reorganizational meeting Thursday and administered oaths of office.

Board members nominated candidates from the floor; after a voice/hand vote, the board recorded an election result for the presidency of eight yes votes and one abstention. The chair declared: “Miss Sally Swan was elected president of the Board of Education by a vote of 8 yeses and 0 noes and 1 abstention.” Kelly Swan then took the prescribed oath. “I, Kelly Swan, do solemnly swear that I will support the Constitution of the United States and the Constitution of New York State, and then I will faithfully discharge the duties of the board of education president according to the best of mine,” she said while signing the oath.

Chad Shepherd was elected vice president and subsequently sworn in. After the vote the board administered the oath: “I, Chad Sheppard, do solemnly swear that I will support the Constitution of the United States and the Constitution of the State of New York … and I will faithfully discharge the duties of president according to the best of my ability,” and Shepherd took his seat as vice president.

The reorganizational proceeding also included recognition of reelected board members Beth Bischetti, Chad Shepherd and Michael Zimmerman and the swearing-in of the student ex officio member, Fiona Innes. Fiona read the student oath and the board welcomed her as the 2025–26 student ex officio board member. “I do solemnly swear that I will support the constitution of The United States and the constitution of the state of New York, and I will faithfully discharge the duties of student ex officio board of education member according to the best of my ability,” Innes said.

Board members noted the transition and congratulated the newly elected officers before proceeding with the regular agenda.
