Aaron, Community Development staff, told commissioners that the applicant proposes five outdoor display spaces shown in the application photos, five customer parking spaces adjacent to the building, and six additional vehicles for sale inside the building. Staff recommended approval with conditions that the operation comply with the code standards, including the restriction of not more than one vehicle display pad per 100 feet of street frontage, no outdoor speakers audible off site, no display of vehicles on top of buildings, and no test drives on residential streets.
Aaron told the commission that staff recommended approval "not to exceed 5 outdoor sales spaces," and reminded commissioners that the item will go to a public hearing and the Village Board following the commission's recommendation. Commissioners asked staff to confirm that the proposal does not include raised display pads; staff clarified the marked outdoor spaces are parking stalls rather than raised or tilted display pads. Commissioners also emphasized that the operation would be strictly sales with no on-site bodywork or repairs.
A commissioner moved and another seconded approval of the conditional use permit; the motion passed on a voice vote. The commission's approval is a recommendation only; the matter will be scheduled for a public hearing before the Village Board, where the board may take final action.
