City sustainability staff presented Oxford’s 2023 greenhouse gas inventory and compared the results to the city’s emissions goals, then asked council to approve a state grant application that would fund energy‑efficiency projects and solar at the senior center.
“Here we are on our red brick road to 0,” the presenter said while summarizing the inventory and city progress on municipal emissions reductions. The presenter told council municipal operations — aided by a landfill methane flare and LED street‑light conversions — are “right on track” for the 2030 municipal target, but community‑wide emissions are not yet on the trajectory needed for the city’s community goals.
The nitty‑gritty: staff said the inventory used the U.S. EPA greenhouse‑gas tool and technical assistance from PowerClean Future Ohio. When Miami University emissions are excluded, residential emissions become the dominant local sector; when Miami is included, commercial emissions rise. Staff reported the city’s electric aggregation program reduced residential electricity emissions by 68% in 2023 and saved the average participant more than $300.
Councilors focused on low‑cost, high‑impact measures. Councilor Jason recommended aiming for 5 megawatts of solar on the closed landfill and adding additional landfill flares, saying the landfill projects would be “basically the biggest thing we can do for climate at the city.” The presenter explained that flares require a minimum methane flow to operate and that not every pipe at the landfill emits enough methane to keep a flare active, but added another flare would be a “very cost effective emissions reduction program.”
On a related item, council adopted a resolution authorizing the city manager to submit a grant application to the Ohio Department of Development for up to $200,000 in energy‑efficiency funds with a local match up to $73,257. The resolution covers level‑2 ASHRAE energy audits work and retro‑commissioning of the police station HVAC as a way to reduce natural gas use.
Councilors also discussed local solar options (including rooftop installations and Miami University’s new field at Western Campus), the challenges of counting clean‑energy purchases versus new local renewable generation for credit toward city goals, and the role of municipal purchasing in cutting the city’s operational footprint.
No new regulatory actions were taken beyond adoption of the grant‑application resolution. Staff said they will return with project scoping and next steps if the grant application is funded.
