Grundy County health department presents revised $610,448 subsidy; no action taken

At a Grundy County Finance Committee meeting, the county health department presented an updated fiscal-year budget showing the county subsidy for the department at $610,448.
The update, delivered by a health department representative, explained that a formula error in restricted grants prompted the revision and that the department has experienced reductions in fee-for-service revenue tied to staffing shortages. The representative said the earlier projected subsidy had been $762,382 before the restricted-grant correction and that the adjusted restricted-grant figures now show revenue of $465,340 and an expense of $478,662.
The department also said it has included a placeholder in the budget “per the recommendation of Matt Melvin” for potential costs related to union and nonunion negotiations. The representative listed several grants and reimbursements that previously had supported revenue — including circuit-breaker–type reimbursements, options counseling and certain assessment reimbursements — that the department can no longer count on.
Finance Director Matt Melvin said departmental budget presentations are initial requests and that staff will continue to meet with departments as they move through the budget process. Melvin noted the county is working from the initial requests and that figures may change as finance staff and department heads reconcile items.
A committee member asked how the recent closure of behavioral-health services would affect the health department’s budget; the health department representative replied that, like other lost grants, the closure reduces fee-for-service revenues the department can rely on.
The Finance Committee did not vote on or advance the health department budget at the meeting; the representative said there would be no action that night and that the department would continue to refine its request before the full board.
