The Rockford City Council on Monday voted to lay over consideration of a zoning text amendment that would remove the special‑use permit option for residential storage warehouses in C3 and C4 zoning districts.
Alderman Badi presented the committee recommendation, which at committee level had been for denial of the zoning‑text change; Alderman Bonney moved to lay the item over to allow additional work with staff and possibly the Illinois Municipal League on more tailored approaches such as redevelopment or prime real estate zones. The council approved the layover motion by roll call (8 ayes, 3 no).
Bonney said additional time would allow staff to refine options so the change would not have to be implemented citywide if there were more targeted zoning tools available. The motion to lay over included a second; the clerk then called the roll and the item was laid over for further study.
The layover preserves the current zoning text and gives staff and council time to develop alternatives or clarifications before bringing any ordinance back to committee or to council for a final vote.
