Council renews Rockford lobbying contract with Zephyr Government Strategies amid calls to review procurement process

The Rockford City Council on Monday approved a one‑year renewal of a professional services contract with Zephyr Government Strategies for lobbying services at $10,000 per month for 2025.

Alderman Prunty presented the item; council members approved the renewal on a recorded vote (11 ayes, 1 no). The approved contract continues Zephyr’s role representing the city in state lobbying matters for the remainder of 2025.

During discussion, some council members raised concerns about process and whether future services should be publicly bid. A council member noted that legislators and staff change over time and that existing relationships can be rebuilt through competitive processes. Alderman Salgado urged staff and the committee to examine the city’s internal policy and the procurement timeline for next year, saying, “My my only recommendation, if that's the hesitation, that we look into it, for next year, and see what's out there.”

Councilors who supported the renewal said continuity of representation can be valuable in Springfield and cited the city’s ongoing legislative priorities. The legal director and committee recommended the renewal at the committee level; the council’s roll call recorded 11 ayes and 1 no on final approval.

The renewal authorizes continued monthly payments to Zephyr Government Strategies; the legal director will prepare any necessary contract documents. The record includes a recommendation from council for staff to review procurement practices ahead of the next contracting cycle.
