Palatine committee approves license allowing private driveway to access vacant lot at 1347 North Grove Avenue

The Palatine Infrastructure Committee voted June 9 to recommend a license agreement that would allow a private driveway through village right-of-way to access a vacant R‑1 lot east of 1347 North Grove Avenue.
The measure authorizes the village manager to execute a license allowing the petitioner to extend a private driveway through the Coolidge Avenue right-of-way to serve the platted lot. Staff presented photographs and an overhead site plan showing the proposed drive alignment and noted the property is part of a subdivision platted in 1926 and developed after the village’s 2005 incorporation.
Staff said the village engineer and the director of fire prevention reviewed the plan for fire access and turning movements. "But otherwise, staff would recommend your consideration of approval," the presenter told the committee.
The presenter said the village does not expect existing private or community wells to affect the review, and that the petitioner will be responsible for grading, removal of volunteer trees and all maintenance activities for the extension as well as the existing driveway segment shown on the plan. The presenter added the license will be subject to final review and commentary by the village attorney.
Committee members pressed on who will maintain the existing driveway portion that was installed before incorporation and noted the property immediately south is in transition following the owner’s death. The presenter said the petitioner will be solely responsible for installing and maintaining the driveway; if the southern property later sells, that owner could assume maintenance for its portion by agreement but the village will not compel participation absent a change in ownership.
The committee approved the motion and the item will be placed on the council consent agenda for final action.
Notes from the meeting record: the right-of-way to be used is Coolidge Avenue (east) with West North Street on the south side; the lot is zoned R‑1; the subdivision originally recorded in 1926 and the area was developed after Palatine incorporated in February 2005. Final license language will be reviewed by the village attorney and may be amended before execution.
The council committee vote was taken by voice and recorded as in favor; the recommendation is being forwarded to the full council on the consent agenda.
