Council approves amended LWCF grant to expand funding for Owen Field project

The Guthrie City Council unanimously approved an amended Land and Water Conservation Fund (LWCF) project grant agreement Tuesday to increase total project funding and extend the project term for work at Owen Field.
City Manager Eddie Faulkner told the council the city’s earlier resolution requested additional funds for Phase 1A at Owen Field, and the National Park Service approved an amendment increasing the total grant amount to roughly $4.7 million. Faulkner said the revised split is approximately $2.35 million in federal funds and $2.35 million in local funds.
“...we were successful in getting that amendment,” Faulkner said, calling the approval “a huge step forward.”
Why it matters: The amended LWCF grant increases the federal portion of project funding and allows the city to proceed with a larger scope for the Owen Field project than previously budgeted. The council recommended approval and voted unanimously to accept the amended grant agreement.
Council discussion was brief. After Faulkner’s summary the council moved, seconded and voted; no council member requested further delay. The action was recorded as a unanimous approval of the amended LWCF project grant agreement.
Context: The city previously adopted a resolution in October 2024 to request additional LWCF funding. The amendment followed submission to the Oklahoma Tourism & Recreation Department (OTRD) and the National Park Service. Faulkner said the amendment increases total grant and local match to enable completion of Phase 1A work at Owen Field.
Next steps: With the agreement amended and accepted by council, staff may proceed with project planning under the terms of the grant amendment and within the city's procurement rules and timelines.
