Rosemount resident says pollinator garden, chickens and bees drew repeated code citations; council refers case to staff

John Sweber, a Rosemount resident who said he has lived in the city nearly 30 years, used the public comment period on July 1 to describe a series of code-enforcement actions and to request council assistance.
"I've converted the front lawn to more of pollinator friendly vegetable gardens," Sweber said, and then described multiple complaints and a recent official letter listing several alleged infractions. He told the council he has kept chickens "for 7, 8 years" and earlier had bees; he said he was unaware of a newly posted permit requirement for bees and that he attempted to apply but the permit process was not active. Sweber said many cited items have since been corrected and that photos taken May 17 showed dead perennials he had not yet cut back for spring, but he believes the attention he has received from the city has been excessive.
Sweber also said neighborhood members and visitors have praised the yard and that groups have toured it as an educational site. He asked the council to inspect the property so the matters could be resolved.
Mayor (presiding officer) said the matter would be referred to staff for follow-up and a response to the resident.
No formal action or decision was taken at the meeting beyond referral to staff for investigation and follow-up.
