City, county renew emergency management MOU; Laramie to contribute $25,000 annually

The Laramie City Council on July 1 approved a memorandum of understanding (MOU) with Albany County to continue joint emergency management services and operation of the Emergency Operations Center.
Fire Chief Johnson said the MOU formalizes cooperative emergency services that support warnings, evacuations, shelters, mitigation and emergency planning, and help the city remain eligible for grant funding from FEMA and others. "They keep us eligible for a lot of grant applications that we do through FEMA," Chief Johnson said.
Chief Johnson told council staff recommended moving the city's contribution to $25,000 annually to support the Emergency Management Performance Grant (EMPG) position and to provide more stable funding after reductions in EMPG federal funding. He said the $25,000 would go toward wages for the EMA position.
Councilors thanked county and city emergency services for the intergovernmental partnership. Councilor O'Doherty specifically commended the collaboration for saving money and improving service delivery.
Councilor Bowling moved to approve the MOU; the motion was seconded and the roll-call vote was 9-0 in favor.
The MOU will be multi-year and is intended to keep the city eligible for grant programs and to maintain staffing for emergency management functions.
