Laramie council approves three-year Esri GIS agreement after city loses county licensing partnership

The Laramie City Council on July 1 approved a three-year small government enterprise agreement with Environmental Systems Research Institute Inc. (Esri) for a total of $147,735 and authorized the mayor and city clerk to sign the contract.
City staff said the city previously partnered with Albany County for Esri/GIS licensing but the vendor no longer allows that shared arrangement. "That company no longer allows us to partner," Staff member Jeff said, describing the change and the need for a city-only license.
The agreement is structured with staggered payments across three years: about $39,000 the first year, roughly $48,000 the second, and about $60,000 the third, which together total the amount in the motion. Staff described GIS as a core component of many municipal systems and said the licensing supports applications the city runs, including asset management and public-facing mapping.
Councilors discussed the expense briefly and voiced support. "Many of our applications relevant to running a municipality are grounded in GIS. It's an essential service," Mayor pro tem Councilor Fried said during discussion.
Councilor O'Doherty moved to approve the agreement; Councilor Richardson seconded. The roll call vote recorded nine yeses and zero nos, and the motion passed.
The agreement will be renegotiated after the three-year term, staff said. No additional fiscal details beyond the yearly breakdown were provided during the meeting.
The council approved the measure during its regular meeting at Laramie City Hall.
