Troy panel backs forwarding DORA time change, agreements for Aug. 23 Tour de Donut to council

"Tonight, we are here to provide a recommendation to council regarding legislation related to the August tour de donut events, including an agreement with Can't Stop Running and notwithstanding wording, and also an agreement with Troy Main Street Incorporated and notwithstanding wording, amending the DORA start time on August 23 to 10AM," Marshall said.
A staff member told the group the agreements and the "notwithstanding" language are the same as last year, except that Troy Main Street requested the DORA start at 10 a.m. on Aug. 23. "We have consulted with the law director that is permissible under the language of the DORA, and we are asking they, Troy Main Street is asking for that consideration. And we are not asking for emergency legislation," the staff member said.
The panel discussed how alcohol was handled last year and what would change this year. Westfall said, "last year, Troy Main Street sold alcohol in a in a booth. That was part of the what they, the notwithstanding. They sold at 10AM, so the door was different. It was still 11:00 for wandering outside the gated area, but what or the fenced off area that they had." The staff member and other members clarified that Troy Main Street will not sell alcohol this year and that sales will be handled by individual businesses and by the DORA arrangement.
Panel members asked whether businesses would be open at 10 a.m. and whether they intended to sell beer. The staff member summarized the anticipated business practices: businesses "apparently will have some. They wanna sell beer. They want They're open." When asked whether that was acceptable, the panel did not object.
A member moved that the Partnerships forward the legislation to council; the panel agreed to move the item. The staff member noted the request is not for emergency legislation and that the law director had been consulted. "It's fine. Move to council," the staff member said, and the chair closed the meeting.
The action forwards the proposed agreements with Can't Stop Running and Troy Main Street Incorporated and the requested DORA start-time amendment for council consideration on Aug. 23. The Partnerships did not adopt emergency measures and did not vote on an ordinance or adopt the DORA change; they referred the matter to the council for final action.
