The Buildings and Utility Committee recommended that the City Council authorize the director of public service and safety to enter into a 10‑year extension of the professional-services agreement with Agri Sludge Incorporated for biosolids management at the city wastewater treatment plant, with a first‑year cost of $750,000 and annual per‑dry‑ton price adjustments tied to the Consumer Price Index as provided in the existing contract.
Staff said the existing agreement expires Oct. 1 and includes two optional five‑year extensions; the proposal is to replace those two options with a single 10‑year extension. Staff said some capital improvements done during the initial contract period are now city‑owned, and adjusted per‑ton pricing estimates yield notable savings to the sewer fund under the proposed extension.
As an example, staff estimated annual savings based on an expected 1,200 dry tons moved in year one. Staff said adjusting the per‑ton rate downward by $238 per dry ton would produce savings of more than $285,000 to the sewer fund in year one (1,200 tons × $238). The committee was told the per‑ton rate will be adjusted annually in accordance with the CPI provisions of the existing agreement; staff did not request emergency legislation for this item.
Committee members indicated unanimous support for forwarding the extension to Council for authorization.
