Committee backs $250,000 contract with Arcadis to update water master plan

The Buildings and Utility Committee recommended the City Council authorize the director of public service and safety to enter into a professional services agreement with Arcadis US Incorporated of White Plains, New York, for an update to the city’s water master plan at a cost not to exceed $250,000.
Staff said the water master plan update was included in the 2026 budget and that the city’s last water master plan was completed 11 years ago. Arcadis would help map capital improvement timing, prioritize projects, and align utility planning with economic development goals. Staff indicated the sewer master plan will be addressed in 2026 as a separate effort.
Unlike the conversion project, staff did not request emergency legislation for the master plan. The committee heard that the update will incorporate findings from a smaller, previously presented isolated plan and use those results to prioritize capital projects. Committee members voiced no substantive questions and said they concurred with staff’s recommendation to move the agreement forward to Council.
Staff recommended proceeding without emergency action so the consultant can begin work under the normal procurement and contracting schedule.
