Ramapo auditorium abatement, chestnut chiller and bus heat issues highlight summer facilities work and contract questions

District facilities staff told the board on July 1 that summer construction work includes asbestos abatement in the Ramapo High School auditorium and paving at multiple district sites, and staff briefed trustees on a separate Chestnut Ridge chiller replacement project that had been put on the district’s ARPA capital list.
Facilities staff said asbestos abatement work at Ramapo started June 25 and that the abatement phase is expected to last about nine days; the project team will hold air‑quality tests and reopen occupied areas only after results clear. The district also reported a paving schedule to address long‑standing pothole concerns at multiple campuses.
Trustees and public commenters raised transportation concerns. Parents told the board that buses without effective air conditioning cause student distress during hot weather; at the meeting a public speaker described students being “sweating, red, and hyperventilating” on routes with no AC. Trustees asked whether the current RFP and contract language permit the district to require cooling measures (for example, fans or in‑bus AC) and were told that the current contractor language does not require air conditioning but that contracts are typically one‑year awards with optional renewals. District staff said the board could add specific cooling or driver conduct requirements in future RFP language or renewals if it wished.
Trustees also questioned a motion to approve a contract for the Northern Regional Educational Services Commission; staff clarified that an invoice/authorization on the agenda covered services for a student’s 2024–25 home‑instruction placement and therefore referenced the prior school year’s dates.
On Chestnut Ridge, facilities staff said the chiller replacement had been designed and noted complications from deteriorated piping and historical noise complaints; the project had been part of earlier, larger ARPA capital proposals but was scaled due to equipment lead times and funding constraints. Staff said budget estimates are pending and that the district still needed to confirm final funding availability to proceed.
The board approved the district’s transportation RFP awards and other action items as presented; trustees asked administration to consider whether to add bus‑cooling contingencies to future bid specifications or contract renewals and to report back on processing numbers for transportation applications that had been submitted in April.
District staff said they would provide the board a facilities update at the second July meeting with a summary of ARPA projects, current status of chiller and AC work, and the paving schedule.
