Bonita boards approve end-of-year transfers to close fiscal 2024–25 budgets

Veneta Utilities Authority and the Bonita City Council on July 1 approved a series of designated-fund transfers to close out fiscal year 2024–25, city staff said.
City administrator Brian Prince told both bodies that closing the books after June 30 required multiple transfers to move line items into their proper positions so bills could be paid. At the utilities-authority meeting Prince reported four to five transfers for the authority; at the city council meeting he said 15 transfers were needed for various departments, citing mechanical breakdowns and unplanned equipment purchases during the year.
Members approved the transfers by voice vote at each meeting. City and authority members praised department heads for staying largely within budget despite unplanned expenses and weather-related costs. Council members were not presented with a line-by-line ordinance on the council floor during the meeting; staff indicated the transfers were routine year-end bookkeeping to reconcile department budgets and prepare the bills payable item.
No member asked for the transfers to be removed for separate consideration, and there was no public comment on the matter.
