Adams County approves shared mobilization cost, advances road conversions and small-structure work

Highway staff told commissioners a contractor—s original quote for guardrail work on Bridge 122 — located on 400 South just west of Salem Road — mistakenly listed $500 for mobilization and demobilization when comparable projects showed $2,500. Staff member Nate said the county proposed splitting the difference, paying $1,250 of the $2,500 mobilization to avoid penalizing the contractor for an apparent quoting error. "Rather than just us trying to eat 100% of that price increase, if they would be willing to accept half or $1,250, as sort of the shared pain," Nate said. Commissioners moved and approved the recommendation.
Nate also provided a status report on small-structure work and local paving: Ish Excavating was reported on site working on small structure No. 29 at 100 North between 300 and 400 West; that road was closed for work and expected to reopen to traffic the following day after a concrete overlay cure. Staff said chip-seal crews were operating and no major breakdowns had occurred.
Separately, county planning staff brought a petition submitted by landowners to convert County Road 600 East between 900 South and 1,000 South from stone (gravel) to a higher-surface treatment; landowner petitions are the standard initiation step for such projects, staff said. Commissioners authorized the highway department to proceed with the conversion process.
Staff also discussed long-range planning. Nate said he and others are working on a tentative five-year road-improvement schedule and hoped to present a draft plan to commissioners within a month. Commissioners discussed system-level issues such as stop-sign placement and how an arterial-priority approach could change which intersections yield to others.
Actions taken: the commission approved the proposed $1,250 county share for the Bridge 122 mobilization adjustment, approved authorizing the highway department to proceed with converting County Road 600 East as petitioned, and accepted updates on small structures and pavement work. Staff will return with the five-year plan and additional project scheduling information.
