FAA requests additional documentation for proposed interim use of airport parcel for housing modules; HRA discusses local housing trust fund

Commissioner Sullivan reported on June 24 that the Federal Aviation Administration has asked Cook County for additional documentation before it will approve an interim non‑aeronautical use of airport property that county staff proposed for staging apartment modules.
Sullivan said FAA contact Marcus Watson indicated the agency interprets the proposed activity as occurring within a parcel that received federal funding participation in 1950; because of that, the FAA has requested a specific set of materials including a detailed map identifying the portion of Parcel 2, records documenting how the land was acquired through federal conveyance, current and future aeronautical demand (master plan, forecasts and wait lists), a description and time length of the proposed use, and environmental documentation to support the FAA’s land‑use change approval (likely a documented categorical exclusion).
Sullivan said the FAA did not provide an exact timeframe for its determination but that, by statute, agency review windows can be up to 45 days; county staff will compile the requested materials and coordinate with the county attorney and airport staff. Sullivan asked county staff to contact the FAA liaison to clarify timing and next steps.
Separately, commissioners discussed housing strategy. Sullivan said the HRA is considering a local housing trust fund model to provide consistent, flexible local revenue for housing and noted recent HRA strategic-planning work to identify housing types and affordability targets. Commissioner Gamble said the HRA’s new director is leading a strategic planning process and noted the value of engaging residents to inform local housing decisions.
