The Cook County Board of Commissioners voted on June 24 to approve a memorandum of agreement with the Grand Portage Band that transfers local land-use regulatory administration for privately owned parcels located within the boundaries of Grand Portage to the tribe.
Tim Nelson summarized the agreement to the board and said the change is intended to remove confusion for property owners who have sought guidance from both jurisdictions. Nelson said the memorandum was reviewed by the county attorney’s office and by Minnesota Counties Insurance Trust legal counsel and that Grand Portage accepted the language.
The agreement applies only to privately owned parcels within the Grand Portage boundaries and is limited in geographic scope, Nelson said; a map accompanying the resolution identifies the parcels. The memorandum contains a termination clause allowing either party to end the agreement in the future.
Commissioner Gamble moved to approve the memorandum and the board approved the motion unanimously.
