Frank, chair of the advisory council, presented the recommended amendment and asked the board to adopt it. The change, developed and blue‑lined by the advisory council, struck and revised language governing how long a member must serve before becoming chair or vice chair and added a mentoring component so new officers will be mentored by experienced advisory‑council members. Frank said the change was intended to preserve the original intent of the bylaws while accommodating practical challenges in volunteer recruitment and turnover.
Commissioner Sullivan supported the motion on the board floor. After brief discussion the motion carried unanimously with no recorded opposition.
Board members and advisory‑council leaders described the amendment as a practical step to ease recruitment and to clarify roles for new members. A subcommittee will continue outreach to homeowner associations and other local organizations to encourage applicants to the advisory council, and staff said they would prepare a letter template to assist commissioners with summer outreach.
The amendment was presented as a final, advisory‑council‑recommended wording; the board approved the change during the meeting and directed staff to continue recruitment and mentoring work for advisory‑council leadership.
