Assembly committee backs updated Cape Cod Commission development-agreement rules after debate on town review and public input

The Barnstable County Assembly of Delegates’ Standing Committee on Economic Affairs voted to recommend that the full Assembly adopt Ordinance 2025-10, which reorganizes and clarifies the Cape Cod Commission’s development agreement regulations and streamlines review procedures for projects that meet the developments of regional impact (DRI) threshold.

Chair Harter opened the committee meeting and asked Commission staff to present the proposed ordinance. Christy (executive director, Cape Cod Commission) said the changes reflect an internal effort “to take a look internally at efficiencies” and to align the regulations with current Commission practice. Jessica Wilgus, Cape Cod Commission counsel, told the committee the Commission unanimously approved the amended regulations on June 2025 and asked the Assembly to adopt them as an ordinance.
