Terrell City Council on July 1 approved the selection of CPS HR Consulting to provide executive-search and recruitment services for the city, including the search for a director of finance. The council authorized the interim city manager to negotiate and execute a professional-services agreement for a term not to exceed 36 months.
Human resources director Sue (Susie) Fleming told council the city issued an RFQ and received 14 responses. An evaluation committee scored respondents on qualifications and experience; CPS HR emerged as the top candidate. Fleming said CPS HR “highlighted a diversity of the recruitment efforts” and that the firm maintains a local office to manage regional searches. She told council CPS HR guarantees placements for at least one year and reported a high placement rate for candidates staying two years or more.
Council voted unanimously to approve the contract selection and authorized staff to finalize terms with CPS HR. The hire aims to support recruitment for the finance director role, a possible interim city manager depending on management decisions, and an upcoming utility director search.
