Finance committee approves $90,000 contract with CLA to manage Cooperative Extension grants

The Barnstable County Assembly of Delegates standing committee on finance on June 30 voted to forward to the full Assembly a recommendation to approve a $90,000 contract with CliftonLarsonAllen (CLA) to administer Cooperative Extension grants in fiscal year 2026.
Treasurer Coppola said the county used CLA in the current fiscal year to manage Cooperative Extension grants and described the results as positive. "They have done a marvelous job," she said, and asked the committee to approve a budget transfer to fund continuation of that contract.
The contract is limited to administering Cooperative Extension grants, not the county's other grant portfolios. Coppola told the committee the county currently employs three full‑time grant fiscal officers (the budgeted complement was four) and that CLA handled only Cooperative Extension grants during the trial year. "That's correct, sir," she replied when asked whether the consultant administers grants only after award and does not write grant applications.
Committee members asked whether contracting saves money versus hiring an additional employee. Coppola said the $90,000 statement of work for CLA is about $25,000 less than the contract amount in fiscal year 2025 and that a comparable county salary plus benefits likely would exceed the $90,000 figure. "I believe it is a cost savings for the county," Coppola said.
Committee members also confirmed that county grant staff will continue to administer non‑Extension grants and that the contracted CLA work would not displace those positions. Delegate Frizzell asked whether CLA does only administration after award; Coppola answered that CLA does not perform grant writing but manages awarded grants.
After discussion, a committee member moved to send the ordinance to the full Assembly with a recommendation to approve; a second was recorded and a roll call vote returned unanimous support by the committee. The committee recorded a 5‑0 vote to advance the ordinance.
The item will now go to the full Assembly for final action.
