MARICOPA COUNTY, Ariz. — The Maricopa County Planning and Zoning Commission on June 26 approved a consent agenda that included special-use permits for RV and boat storage, a wireless communication facility, a modification to an existing RV-storage site and a conditional plan and rezoning for the Harquahala Flats energy storage project, while staff noted an applicant-requested indefinite continuance for a separate RV-park rezoning.
The meeting convened at 9:40 a.m. Chairman Lundblum called the session to order and staff read the required open‑meeting notice under Arizona Revised Statutes 38-431. Planning staff member Darren told the commission, “Mister chairman, I should note quickly that item number 2 has been requested for the definite continuance.” The applicant for that case was identified as Julie Vermillion.
The consent agenda approved items 1 through 6. Key items described by staff and adopted on the consent agenda included:
- SU240027, Northwest Valley RV Storage (District 4): a special-use permit for RV and boat storage in the Rural-43 zoning district on a 5-acre parcel at the northwest corner of 117th Avenue and Rose Garden Lane; staff reported no known opposition and recommended approval subject to conditions a through h.
- CPA250001 and Z2500001, Harquahala Flats Energy Storage Project (District 4): a change to the land-use designation to utilities and an associated rezoning to an IUPD district for a photovoltaic solar generation facility and battery energy storage system on 321 acres along Interstate 10 in Harquahala Valley; staff reported no known opposition and recommended approval of the comprehensive plan amendment and rezoning subject to conditions a through h.
- SU250006 (District 5): a special-use permit for a wireless communication facility consisting of an 85-foot-high monopine sited on a roughly 1,600-square-foot lease area north and west of the northwest corner of Lower River Road and Bruner Road in the Buckeye area; staff recommended approval subject to conditions a through j.
- SU250011, Rough Diamond (District 4): a special-use permit modification to add additional RV storage spaces on a 2.25-acre site west of the southwest corner of 117th Avenue and Harmony Lane; staff reported no known opposition and recommended approval subject to conditions a through h.
Commissioner Warren Whitney moved to approve the consent agenda “as presented.” Commissioner Toma seconded. The clerk conducted a roll-call vote: Commissioner Layton, Commissioner Millhaven, Commissioner Toma, Commissioner Whitney, Vice Chair Curley and Chairman Lundblum voted yes. The motion carried 6-0.
In addition to the approvals, staff noted that Z2024031, Riverie Ranch RV Park (applicant Julie Vermillion), had been requested for an indefinite continuance; the request was announced but no final action on that case was taken at the meeting. The commission also accepted the minutes of the May 22, 2025 meeting before taking the consent-agenda vote.
The meeting lasted roughly seven minutes; after the roll call and approvals, Chairman Lundblum adjourned the meeting.
