Liberty Lake — Consultants and city staff presented a draft greenhouse‑gas (GHG) subelement of the city’s comprehensive plan at the July 1 City Council workshop, laying out an inventory of local emissions and a menu of goals and policies the city could adopt to reduce those emissions.
The presentation by Parametrix planners Beth Miller and Maddie Cheek summarized a 2022 inventory showing the largest local sources of greenhouse gases were building energy (about two‑thirds of local emissions) and transportation (about one‑quarter). Miller said the inventory totals were roughly 2,818,000 metric tons of carbon dioxide equivalent for the community and explained that the subelement must address both overall emissions and per‑capita vehicle miles traveled as required by state guidance. “The climate element is a new part of the comprehensive plan that all planning communities are required to put together,” Miller said.
