During a Sunbury City Civil Service Board meeting, members voted to certify a ranked eligibility list of four candidates for a maintenance worker 1/2 position in the city’s service department. The board approved the list by a 2-0 vote with one member absent.
The certification allows Sunbury City to hire from the list for a period the board’s rules set at not less than six months and not more than 24 months. A staff member told the board the list was created using a review of resumes and interviews rather than a written exam.
The staff member said, “the primary reason why we're here this evening is to certify an eligibility list.” The staff member told the board they had consulted Ben Albrecht about procedure and that, in practice, candidates are often identified from resumes before interviews but that the list is created at the end of the screening process. The staff member also said the board’s rules (item number 4 under powers and duties) require the board to approve the eligibility list before any selection for a classified position.
Board members were presented a ranked list of four names and were asked to approve it in the order recommended by staff. The ranked order the staff requested the board certify was: Mister Kenny (first), Mister Carter (second), Mister Luce (third) and Mister Bowles (fourth). The staff member said Mister Kenny has the most building-maintenance experience and heavy-truck driving experience; Mister Carter also has building-maintenance experience and is a military veteran; Mister Luce has building-maintenance experience; and Mister Bowles’s experience is primarily in sales.
The staff member explained the board’s rule for ties and preferences: if two applicants receive the same score, a veterans’ preference moves a veteran ahead. The staff member also noted the board may certify up to 10 names on an eligibility list and may use that list to fill multiple vacancies or request a new list when hiring again.
A motion to certify the eligibility list was moved and seconded; Mister Wood and Miss Berger voted yes, and Miss Maza was recorded as absent. The staff member said the city anticipates making a hire from the list within the rule period but did not provide a specific hiring date or timeline.
The meeting concluded after the certification vote; the board then approved minutes and adjourned.
