Talbot County Council on July 1 approved a request to apply for an Economic Development Administration (EDA) grant to offset the cost of utility infrastructure — water main, force main and an electrical substation — needed to serve the Regional Medical Center project.
County Economic Development Director Cassandra Van Hooser and Scott Warner, executive director of the Midshore Regional Council, told the council the county is eligible for EDA funding as part of the federally designated Midshore economic development district (Caroline, Dorchester and Talbot counties). The county’s partners on the project include the town of Easton and Easton Utilities; Eastern Shore Utilities will perform the work.
Staff said the application has been under development for months and that the packet included an overview of project scope and qualification for EDA funding. Council members praised staff and regional partners for the work and voted to authorize the county to apply for and receive the federal grant if awarded; county manager and staff were given authority to proceed with application submissions and partner coordination.
Council members noted that a prior EDA application tied to an earlier phase of the hospital project had been relinquished due to project delays and that the current application reflects additional preparation and regional collaboration to make the county eligible.
