County approves CDBG special‑project application to fund elevator lifts at Talbot Interface Shelter

The Talbot County Council on July 1 voted to authorize submission of a Maryland Community Development Block Grant (CDBG) special‑project application seeking $121,090 to purchase elevator lifts for Talbot Interface Shelter facilities on Goldsboro Street in Easton.
County staff told the council the request was reduced by $3,520 after private donors agreed to cover freight costs; the application will seek funds for a commercial lift at the individual shelter at 109 Goldsboro (Evelyn’s Place) and a second commercial lift for the family shelter at 107 Goldsboro. Staff said a residential mechanical lift previously approved in 2018 proved insufficient during permitting and that the project requires commercial lifts for the shelter facilities.
Executive Director Julie Lowe and staff said the application is being prepared as an administrative resolution is required by the CDBG application process. The council introduced the administrative resolution and then voted that night to move the resolution forward and authorized the county manager to execute required grant documents. The resolution states that the county would be responsible for completion of grant activities and any corrective actions, including repayment of funds if necessary.
Council members voiced support for the project and opened a public hearing for comment before adopting the administrative resolution. The grant application was approved by council vote that evening.
