Mill Creek to require contractor to re-seal slurry streets after public complaints; work scheduled July 14 weather permitting

The city engineer told the City Council on Tuesday that contractor work on the 2024 pavement-preservation project drew complaints from residents and that the city has negotiated an agreement for the contractor to reapply slurry seal to affected streets.
Staff said public concern centered on slurry-seal failures where a cold, wet application earlier had compromised the binder. The contractor and subcontractor agreed to perform a full re-seal of the streets the contractor previously treated, with the work scheduled for July 14 and dependent on warm, dry weather conditions. “We have made provisions that it must be on a warm day with at least 50 degree temperatures, and it must be forecasted to be dry for the next 2 days,” the city engineer said.
Council members also asked whether manhole and valve-box elevations and depressed utility covers will be adjusted; the engineer confirmed those items are on the contractor punch list and that coordination with utility companies (Alderwood and Silver Lake were named in the meeting) will move forward so utility elements are adjusted to grade.
Staff said the contractor is completing other punch-list items this summer, including irrigation repairs and restriping, and that the city will run an outreach program with neighborhood notices for upcoming work.
