The South Burlington City Council on June 30 introduced Rich Donahue as the city's new deputy finance director and unanimously appointed him assistant treasurer pursuant to 24 V.S.A. chapter 13, section 301.
City Manager Jesse Baker said Donahue joined the city after 14 years with the State of Vermont, most recently serving as chief financial officer for the Agency of Human Services, and earlier work in local government in St. Albans. Donahue told the council he appreciated the opportunity to serve South Burlington and praised the warm welcome from staff.
The council moved and seconded a motion to appoint Donahue as assistant treasurer under the cited state statute; the motion passed unanimously. The council thanked both Donahue and Finance Director Martha Michar for their work leading into the new fiscal year.
Councilors noted Donahue's background in statewide budget work and local finance as relevant experience for the role. The appointment takes effect immediately; staff noted Donahue will support the finance office during FY26 implementation tasks and routine treasury responsibilities.
