The Greene County Council approved a change to a county job description Wednesday, moving a court-services position from the title "secretary" to "office administrator" after extended discussion about process and budget implications.
Nicole Mote presented the proposed job-description change, explaining the incumbent had been with the office 12 years and that responsibilities had grown. "I'm just requesting to change her position description from secretary to office administrator," Mote said.
The nut graf: council members pressed for adherence to county hiring and classification procedures, asking that Human Resources be involved and that any new or reclassified position be advertised so all qualified applicants have a chance to apply. Several members said they did not intend to immediately increase the employee’s pay; rather, the change would make the incumbent eligible for future tiered-pay recognition.
Council questions focused on duties newly included in the description: acting in grievance and crisis situations, attending court sessions in the director’s absence, some budget-preparation tasks and serving as treasurer for a coordinating council. Several council members asked whether the employee had the training to perform case-manager duties in a crisis; the presenter said the employee relied on on-the-job experience and knew whom to contact until supervisors arrived.
Council members also emphasized process. One council member said the county should advertise any new office-administrator position rather than simply reclassifying a current employee, and recommended HR produce a current organizational chart and ensure job descriptions match authorized positions in the salary ordinance. The council debated whether the current request would require immediate funding; the presenter said it was not intended to increase salary at this time and that funding consequences would be addressed in the next budget cycle.
A motion to accept the job description as presented was made and seconded. The vote: Brent yes, Ron yes, Karen yes, the chair yes; Brian and Randall voted no. The description was approved.
