Rep. Graves said the ATC funding is intended “to begin the modernization of our nation's ATC technology.” He told the committee the investments will target replacement of air traffic control towers, TRACON facilities, telecommunications infrastructure and radar systems, and will “provide a boost to our collective efforts to increase the hiring of qualified air traffic controllers.”
The chairman framed the ATC work as a response to recent aviation accidents, saying, “This has been a difficult year for US aviation with several tragic crashes that have killed passengers and crew.” He said the bill represents a first step to replace what he described as “decades-old outdated equipment.”
On Coast Guard funding, Graves said the bill includes “over $21 billion in funding” to support missions including countering illegal drugs and migrant smuggling, protecting national and economic security in the Arctic, and modernizing Coast Guard assets. He listed planned investments in new cutters, boats, icebreakers, helicopters, aircraft and the infrastructure needed to maintain those assets.
