City staff told the Water Issues Subcommittee on July 1 that the city has launched an updated, in‑house water rebate platform and is partnering with the Friends of the Verde River on a grant program that can augment local rebates for water‑efficiency projects.
Tracy Beasley, Water Resource Project Manager, said the new rebate platform and updated print guidelines went live at the end of the day on June 30. "We went online at the end of day yesterday," Beasley said, describing the in‑house system and the updated print materials and noting the upgrade eliminates an annual third‑party hosting cost previously paid by the city.
Beasley briefed the subcommittee on a Friends of the Verde River grant that allocated $130,000 with most funds targeted to Yavapai County. Under the described arrangement, qualifying projects in the Prescott area could receive up to $10,000 in grant support; residents may be eligible for up to $5,000 and businesses up to $10,000 in grant funds, and those grants can be matched with the city's rebate program to cover costs such as labor, leak repairs, toilets and turf removal.
Staff said the city will roll out additional public education materials in the coming months, including enhanced online guidance for outdoor rebate activities and outreach at farmers markets and other public events. Council members praised the public response at recent outreach events. Beasley said staff will return in September with a comprehensive overview of rebate changes and how the program supports the long‑term water management plan.
In related organizational news, staff announced that Water Resources has moved administratively into the Community Development Department to improve coordination with permitting and planning functions. Staff said Water Resources remains physically located in the Public Works building until space is available but that the move should improve integration with permit review and planning staff.
