Council approves $219,000 engineering agreement for sewer I&I correction program

The City Council on July 1 authorized a $219,000 professional‑services agreement with BHC Consultants LLC to advance Oak Harbor’s inflow and infiltration (I&I) correction program.
City Engineer Alex Warner said the awarded funds are part of a larger nearly $2 million appropriation the city secured to reduce groundwater and stormwater entering the sewer system, protecting the wastewater treatment facility and reducing treatment costs. BHC’s scope will include condition assessment using existing city camera footage, preliminary design, recommended corrective actions and bidding assistance.
Warner said the firm was selected after a qualifications process and that the city’s own operations staff have already produced helpful condition footage that reduces consultant field costs. Council approved the agreement unanimously and included a modest contingency for additional services if needed.
