The Oak Harbor City Council awarded the Southwest Swantown Avenue grind‑and‑overlay project (ENG2403) to Miles Resources (recent purchaser of Craig Construction) for $698,469 and authorized change orders up to $100,000.
City Engineer Alex Warner said the work will remove two inches of existing pavement and replace it with two inches of new asphalt, upgrade signal work at Fort Nugent and Swan Town, and bring four ADA curb ramps at the intersection up to current standards. Warner said the project received a Transportation Improvement Board (TIB) grant that covers roughly $348,136 of the cost; the city’s local streets capital will provide the local match (about $350,333).
Warner said construction is likely to occur in August–September and that the city coordinated with the new Fire Station 82 schedule. Council approved the award and authorized the public‑works director to approve change orders up to $100,000 for a total not‑to‑exceed of $798,469.
