Council awards $892,286 contract to reconstruct Southwest Lopez Drive and replace water main

The Oak Harbor City Council on July 1 awarded the Southwest Lopez Drive reconstruction and water‑main replacement project (ENG2402) to C. Johnson Construction, the low responsive bidder at $892,286.08.
Engineering technician John Pollock and City Engineer Alex Warner said the combined project will replace failing water main on Southwest Lopez Drive and Southwest Kirk Lane, upgrade storm drainage, replace failing sidewalk segments and reconstruct and repave the roadway. The city received four responsive bids; the low bid came in substantially below the engineering estimate. The project funding will come from the Transportation Benefit District (TBD) for the roadway portion (approximately $556,623.30) and the water capital fund for the main replacement (approximately $335,662.78).
Council approved the contract award and authorized the public‑works director to sign change orders up to $100,000, for a maximum project authorization of about $992,286.08. Staff said construction is expected to begin in late July or early August and be completed in September; the city will conduct public outreach to affected residents in advance of work.
