The Town of Needham Stormwater Bylaw Working Group confirmed plans on June 25 to present its draft bylaw to the Select Board on July 22 and to hold a hybrid public informational meeting at Powers Hall on Aug. 5, members said.

The dates were set so the committee can finalize the draft and related regulations ahead of a Sept. 9 submission to Town Hall and potential town-meeting action later this year, Kim (staff member) told the group. The Select Board appearance will likely be scheduled for about 20 minutes and the Select Board meeting begins at 6 p.m., with the stormwater presentation expected later in the agenda, members said.

The working group decided Powers Hall is the preferred venue for the Aug. 5 public meeting because it holds more people; the meeting will be hybrid (in person and Zoom). Kim said she will book the room, request IT support for Zoom and audio/OWL equipment, ask Needham Channel to carry the meeting, and post a link and comment form on the town website so residents can submit questions in advance.

The committee also scheduled a series of internal review meetings to prepare materials and respond to public and Select Board feedback: July 2, July 8, July 15 and July 30, and in August on Aug. 13 and Aug. 19, with an additional August 26 date noted. Tom Ryder and Kim were identified as presenters for the Select Board slot; other committee members may attend. Tom said he will print copies of the latest draft for committee members.

Committee members discussed logistics for the public meeting: allocating about 30 minutes total for presentation and 4–5 minutes per question, using a standing microphone in the aisle for audience Q&A, and having IT staffed so Zoom participants can hear. Kim said she will coordinate calendar invites, room reservations and publicity in Needham News. The group agreed to circulate the near-final draft to other town boards and committees for review before the Select Board presentation so comments can be incorporated.

Actions and directions from the meeting included: Kim will book Powers Hall for Aug. 5 at 7 p.m., request Needham Channel coverage and set up a web comment link; Kim and Tom will prepare the Select Board presentation for July 22; Tom will print copies of the current draft; and staff will collect advance public questions via a shared folder or form.

A roll call approved the meeting minutes at the start of the session; the committee adjourned by motion at the end of the meeting.
