Council adopts easement conveyance to fire district and accepts water-main access easement for 259 Prospect Plains

Monroe Township Council adopted two ordinances June 30 to formalize access easements: one granting the fire district an access easement over township-owned Block 52, Lot 2.05, and one accepting an access easement from a private property owner at 259 Prospect Plains to access a water main.
The first ordinance covered property the Board of Education previously conveyed to the township. Resident Shell (Michelle) Arminio asked whether the Board of Education still retained any ownership; staff confirmed the board had conveyed the parcel back to the township and that the fire district would maintain the easement. The council adopted the ordinance 062025-014 with Councilman Charles DePiro recorded as abstaining; Councilman Michael Markell, Councilwoman Rupa P. Siegel, Council Vice President Terrence Van Zora and Council President Miriam Cohen voted yes. “At a prior council meeting, two council meetings this year, the board of education conveyed the property back to the township. Now we are conveying an access easement to the fire district. So it'll still be township property. Fire district will maintain that easement,” staff said.
The second ordinance accepted an access easement from Matrix LLC for property described as Block 56, Lot 9.04, located at 259 Prospect Plains. The legal description attached to the ordinance lists the parcel as 34.367 acres; staff described the easement as necessary “to access one of our water mains, if necessary,” and said the parcel is already developed by the private owner and the easement is solely for utility access and maintenance. The council adopted the ordinance by roll call with unanimous yes votes recorded for the members present.

The fire-district easement follows the board of education’s prior conveyance of the underlying parcel to the township; the water-main easement secures access to infrastructure that serves Township residents.
