Council approves $75,000 increase to construction-administration services amid project delays

Monroe Township's council voted to adopt Resolution R62025-138, approving an additional $75,000 for construction-administration services tied to a municipal construction contract.
At the meeting a resident asked whether the township would incur costs for change orders linked to recent construction. Township staff explained the engineering firm’s contract has three phases—design, bidding and construction administration—and construction-administration costs had been adjusted as the project progressed more slowly than expected. Staff said the construction-administration budget increased from $805,000 to $880,000 and that the additional services represent about 15 percent of a roughly $6,000,000 construction contract; the extra work described included weekly on-site meetings, inspections, coordinating subcontractors, resolving equipment delays, liaising with police for occupied-building logistics, reviewing pay applications and preparing closeout documents.
A resident asked whether the contractor would be held responsible for delays and extra costs. Staff said determinations about contractor responsibility would be made at contract closeout and that those discussions have not yet concluded. The council adopted the resolution after it was removed from the consent agenda for discussion; Councilman Charles DePiro registered an abstention on the record for the resolution but the measure passed by roll call with the other members voting yes.
Council members did not amend the resolution at the meeting. Staff said construction administrators have continued on-site work to move the contractor toward completion and that additional invoices for construction-administration services will be covered under the approved increase.
