Doctor Atkins, speaking for the special-education team, said the district uses a minimum-staffing snapshot in February and then monitors kindergarten registration, move-ins, high-school course requests and IEP reviews in spring. District staff reported increases in service needs at Harter Middle School and McDowell Elementary and decreases at John Stewart Elementary that created the need to add one full-time equivalent (FTE) special-education teacher at Harter and reallocate an existing FTE from Stewart to McDowell.
Administration described the change as an IEP-compliance action rather than a discretionary program expansion; Doctor Atkins said the adjustment would cost the district about $60,000. The motion to approve the additional FTE and the reallocation passed by roll call vote, 6'0'00.
Board members thanked special-education staff for their work handling the annual IEP reviews and for coordinating across sites to meet changing student needs.
