The ordinance amends the city’s 2025 operating and capital budget to reflect midyear changes across multiple departments. Administration told the council the packet shows departmental breakdowns and total budget adjustments and described the amendments as the product of prior discussions between staff and council members.
Council discussion during the hearing was brief; one council member said the lack of extended debate at the public meeting reflects prior council–administration conversations rather than lack of scrutiny. There were no public speakers during the hearing.
Following a motion and second, the council adopted the budget amendment by roll call vote.
The ordinance will change line items across the operating and capital budgets to reflect the midyear needs described in the council packet; the administration said those details are included in the amendment materials distributed to the council.
