Jackson County commissioners on June 23 received staff updates on needed repairs to courthouse sewer lines, a planned parking-lot resurfacing and employee-lot project, and the current schedule for courthouse interior renovations.
Why it matters: The courthouse is a primary public facility; sewer failures, parking improvements and interior renovations affect public access, building safety and county operations. Repair decisions will require contractor quotes and funding from the county’s building fund.
Facilities director Dan (surname not specified in the packet) said staff received bid specifications and presented two options for the failing sewer line found under the courthouse. Option one would run a new line from the building’s east (Lehi) side out to the street, but staff said that route likely would not provide sufficient slope because the street sewer sits at a shallower depth than the courthouse starting point. Option two — the recommended approach — would run a new PVC line west along the concrete sidewalk bordering the parking lot to an existing manhole near an old monument site; staff said that route follows the current sewer path and is more feasible and likely cheaper.
Staff estimated the work would involve significant excavation and concrete repair and placed a preliminary cost estimate in the mid‑$20,000 range. The project would include abandoning a portion of the existing line, installing two new clean-outs to improve future maintenance access, and reconnection work near the EMA (Emergency Management Agency) area where concrete removal or tunneling may be required. Staff proposed funding the work from the county building fund account (01/16) and said sufficient funds remain in the current year’s budget to cover the repair.
On the parking-lot improvements at Liberty Lane, staff said design is complete and the project was put out for bid; the scope includes a new 56-space employee lot, resurfacing and restriping of the existing lot, entry control and lighting, and replacement or repair of sidewalks to meet ADA requirements. Staff indicated at least two bidders have expressed interest and a bid opening is expected in January (packet text) — staff will confirm bid schedule and return with formal contract recommendations.
Regarding courthouse renovation progress, staff said the first-floor restrooms are nearing completion and should open mid- to late week; second-floor restroom work is scheduled next. Exterior grading and irrigation work on the west/south side of Broadmoor was scheduled to continue during the week, with sodding and irrigation installation to follow. Staff reported one structural-truss issue encountered near Liberty Lane that crews have temporarily shored and the structural engineer will advise on repair; that issue has delayed some interior workstation installations but staff expect work to proceed later in the season.
Decisions and next steps: Commissioners instructed staff to include the sewer-repair item on the next business agenda for formal approval of contracts and funding authorization. Staff will solicit quotes for the recommended west-side route, confirm bid schedules for the parking project, and coordinate the remaining phases of the courthouse renovation.
