Harris County board approves Mica’s Promise partnership, adds temporary teachers and meal support

The Harris County Board of Education voted July 1 to approve a memorandum of understanding (MOU) with Micah’s Promise, a nonprofit that runs residential and educational programs for girls.
The board amended the proposed MOU to state the agreement is between Micah’s Promise and the Harris County Board of Education (rather than between the nonprofit and the superintendent), and the MOU was approved at a special called session. Board discussion noted the district would initially explore providing part-time instructional positions and logistical support for meals; Micah’s Promise and district leaders discussed seeking Title I funding to cover salary costs.
Superintendent Dr. Finney, who led district negotiations, told the board the nonprofit and district staff had revised the MOU over several weeks. He said Micah’s Promise “is thrilled at the opportunity to do that,” and district staff recommended phasing in instructional staff rather than immediately providing full-time positions because of the number of students expected and the cost involved.
Human resources staff noted they are drafting job descriptions so the district can advertise for the positions if the board formally authorizes hiring. Support services staff said the program could participate in the district’s feeding operations; one elementary school would prepare and serve meals depending on logistics and staffing.
Board members moved and seconded the MOU approval during the special session; the motion carried by voice vote. The board also approved personnel recommendations at the same special session.
The MOU amendment and approval were made on the record during the July 1 special session; the district will finalize job descriptions and pursue funding before posting positions.
