Davis said a report was filed after a 5‑year‑old fell into the pool and required rescue; he argued that Red Cross and YMCA guidance encourage or require life jackets for weaker non‑swimmers and that allowing Coast Guard‑approved life jackets would reduce reliance on lifeguard rescues.
Davis said he had discussed the issue with pool manager Michael Seaman, who told him, “I don't think we can get it done by this season.” Davis then presented a petition and said Parks and Recreation Director Andre Gonzales committed to “fully modernize pool rules.”
