The Liberty County Board of Commissioners approved a rezoning that will allow an expansion of the Arcadia subdivision and directed county staff to develop cost estimates and policy options to address deteriorating private subdivision roads.
The board voted to follow the Liberty County Planning Commission recommendation to rezone about 177 acres (Parcel 139034) and about 38 acres (Parcel 139036) to R-12 as presented by Goose Creek LLC, Arcadia Excavating LLC and property owners James and Katina Rey. The rezoning will enable a proposed single‑family subdivision with about 220 lots served by private water and individual septic systems, with associated stormwater detention and open space.
The rezoning approval included the planning commission’s special condition that existing streets in the Arcadia subdivision be brought to public‑street standards and dedicated to the county through the county’s road adoption process, or that a county‑approved performance guarantee be posted for the cost of required upgrades prior to preliminary plat consideration. The board amendment clarified that county staff will return with cost estimates and a plan for funding and timing of road repairs, and that the county will consider taking the roads over once the required upgrades are completed.
Commissioners and county engineers spent more than an hour discussing the condition of Arcadia Drive, Hughes Drive and Youngblood, which are private streets and do not meet current public‑street standards. County Engineer Trent Long and staff described failing pavement sections, full catch basins, and the need for deep repairs, base stabilization and resurfacing in areas of alligator cracking. Long told the board he intended to inspect the streets with the developer’s team and produce repair extents and cost estimates.
Commissioners voiced urgency about repairing multiple subdivisions with private streets that have deteriorated over decades. Several commissioners said they want the county to use available sales‑tax and other funds to address the most critical streets if owners cannot complete upgrades. The board directed staff to: (1) return with cost estimates for Arcadia and for prioritized problem subdivisions, (2) consult the county attorney on options for streamlining acceptance of roads at the end of warranty periods, and (3) propose draft language for LCPC and UDO amendments that would clarify the county’s road‑acceptance/adoption process.
The developer and engineer acknowledged wetlands and floodplain areas in the rear of the parcels and said wetlands and detention would be managed in the design phase. Staff reminded the board that Arcadia’s proposed access points will require road upgrades; traffic memorandum(s) will be prepared to assess impact on SR‑196 and the Arcadia/196 intersection during the design stage.
The board chair emphasized that the rezoning approval does not replace subsequent design, wetland delineation, permitting or required construction plans; the developer must still submit a preliminary plat and satisfy all pre‑plat conditions. Commissioners said they will expect the roads to be repaired to an acceptable standard before the county formally accepts dedication for maintenance.
The board also directed county staff to return with options to revise county policy so that, going forward, newly constructed subdivision streets that meet approved standards will be accepted for maintenance automatically at the end of warranty, rather than requiring a separate request from the developer.
