The Bethlehem Central School District Board of Education opened a public hearing on a proposed revision to the district's Code of Conduct policy (policy 5300) and parental involvement policy (policy 1900) at its July 1 meeting. Superintendent Jody Monroe said, "With no comments at this time, I hereby close the public hearing," and the board proceeded to approve the recommended policy action items.
Monroe noted that the parental involvement policy is "required by education law." Board members then discussed the district's investment policy and why the board's options are limited. One member asked, "Would you like more flexibility? Is there reason we don't have it in Vanguard index fund, for instance?" and Monroe answered that "a lot of this is tied to general municipal law" and that school districts are limited to safer, short-list instruments such as certificates of deposit and U.S. Treasuries because stock-market products introduce variability.
The board approved the annual policy action items by voice vote, including the Code of Conduct revisions and required parental-involvement designation. The discussion made explicit that the district is constrained by state law and municipal investment rules when setting its investment-authority policy.
The board recorded the approvals as routine annual policy actions and will publish the adopted policies with the district's annual documents.
