Novi board adopts 2024–25 final budget, approves 2025–26 preliminary budget and tax levy; renews custodial contract

The Novi Board of Education approved a set of finance and operations items Thursday, including the district’s final budget for the 2024–25 school year, the preliminary budget for 2025–26 and certification of the district tax levy form (L‑4029) in preparation for the fiscal year.
At the meeting Business Officer Mankoff (presenting budget and levy materials) recommended adoption of the L‑4029 tax levy resolution; Trustee Beaudoin moved the resolution and Trustee Mishner seconded. Board members then voted to certify and resolve the district tax levy for the 2025–26 school year.
The board also adopted the 2024–25 final budget and passed the 2025–26 preliminary budget, which the district must file by law before June 30. Mankoff told trustees the district will publish final audited numbers after the annual audit is completed in September.
In other operational business, the board approved a one‑year renewal of the EnviroClean custodial contract for the 2025–26 school year in the amount of $2,781,866. The extension continues the employer contribution of 75% toward employee healthcare and payment for weekend hours worked; Trustee Roni moved the renewal and the motion passed 6–0.
The board also approved the district’s emergency operations plan, which the district must review biennially and which includes the adoption of standard response language, a requirement staff said they are already addressing. The motion to approve the emergency operations plan carried on a voice vote after Trustees thanked Safety Director Heisman for his work keeping the district current with required language.
Why it matters: Certification of the tax levy and adoption of preliminary budgets are legal and administrative steps required each summer; they establish the financial framework for the coming fiscal year and the district’s ability to meet payroll, service debt and fund operations. The EnviroClean contract authorizes custodial services at the quoted annual cost and preserves current healthcare contribution terms for employees covered by that contract.
Next steps: The business office will submit the certified L‑4029 and preliminary budget per state deadlines, publish audited final numbers after the external audit in September, and execute the EnviroClean contract extension. Staff also said they will post the emergency plan and continue required reviews.
