The Flagstaff City Council on July 1 approved the first guaranteed maximum price (GMP 1) for phase 1 of the Wildcat interceptor sewer upsizing project, authorizing $5,374,180 for long‑lead materials and initial construction setup and approving an owner's contingency of $131,077.58.
Jackson Salazar, project manager with Water Services, told the council the project will install a new 42‑inch and 48‑inch sewer main that parallels and then replaces an undersized 33‑inch segment, crosses BNSF and ADOT rights‑of‑way and prepares for a future third rail at the BNSF crossing. Salazar said the work is intended to prevent sanitary sewer overflows, meet state Arizona Department of Environmental Quality (ADEQ) capacity tracking requirements, and provide capacity for expected new development.
Salazar said the phase‑1 GMP funds long‑lead materials (large pipe and manholes) and a construction material storage yard so construction can begin this fall; he estimated the total project cost at roughly $15 million with at least one additional GMP anticipated to complete the remaining scope. The city forecasts construction start in fall 2025 and project completion by the end of 2026 for the portion covered by this GMP.
Councilmember David Spence asked about boring under I‑40 and the BNSF tracks; staff explained the I‑40 crossing parallels an existing box culvert and the BNSF crossing will use steel casing with pipe jacked through the casing. Salazar told the council the Red Gap pipeline proposal will not use these crossings and that a future Red Gap pipeline crossing was not included in this project.
A motion to approve the phase‑1 GMP and contingency was made and carried by council. The approval authorizes the city manager to execute the construction documents and move the Wildcat interceptor upsizing project into the procurement and construction phase.
