Woodland Park DDA reallocates $5,000 grant to building paint, approves final report and disbursement

The change was requested on the record by an applicant who said the Donut Mill parking lot was difficult to work on and that repainting the building better matched other Main Street improvements; the applicant gave a painting estimate of "between 7,000 to 7,800" while the DDA grant award amount remains $5,000. Board members moved and seconded a motion to approve the amended project and voted in favor.
Board members discussed program logistics and several outstanding grant agreements. Kimberly Burlinson, the city lead director, told the board staff has 11 unsigned grants to follow up on and that nine projects are in progress; two projects are complete with payments to follow. Josh (city staff/grant administrator) summarized the final-report process: applicants should submit final reports and receipts at least seven days before a board meeting for timely inclusion in meeting packets; checks are paid roughly seven to 10 days after board approval, so best-case turnaround from approval to payment is about two weeks.
Board members raised a recurring concern about applicants who cannot front contractor costs and asked staff to research whether the DDA program allows a contractor pass-through or other workarounds. Josh said the current grant agreements are reimbursement-based and that modifying the program to permit direct payments or down payments would require rewriting agreements and could increase staff oversight and logistical work; he said he would review program documents and report back.
The board also approved the final report and disbursement for Woodland Professional Building (application number 4) after reviewing before-and-after photos and receipts showing the project exceeded the $5,000 grant amount; the motion to approve the final report passed on a roll-call vote.
Staff said they will update records to reflect the amended project and will issue the notice of award consistent with the board’s action. The board asked staff to bring possible operational fixes for applicants with limited cash flow to a future meeting.
